... In case there'll be a failure in this year's election I hate to think that the Speaker of the House of Representatives will end up as the next 'temporary' President of the Philippines in case the Senators will not be able to name a new Senate President before February 6. I believe that majority of the Filipino people have lost their trust and confidence with anybody connected with the present Administration because of 'her' various manueverings to remain in power. It is very probable then that if Nograles will be the 'temporary' President he has no choice but give GMA all favors/assistance that she would need including that of resurrecting the infamous Cha-Cha.
... Among the Senators whose term are still up until 2012 will Sen. Aquino III be eligible if he has already resigned as a Senator when he decided to ran for President.? If no, I will go for Francis Pangilinan or Chiz Escudero.

Also, no one in the House of Representatives including the HOuse Speaker can take over as 'temporary' President because all their terms would have ended by June 30 too.

It's really only a Senate President whose term is ending 2012 who can step in to prevent a vacuum of leadership in the highest post.

One function of the Senate, which was somewhat patterned after that of the US, is as training ground for future presidents.

Eileen,

Senators who run for another office during their term don't even have to resign under the Constitution.

They only resign once they take their oath of office for another elective position. And that's on June 30.

So yes, Senator Aquino is eligible to be Senate President.
