    MANILA, Philippines–The Philippine Coast Guard is set to hire some 300 new personnel to man 10 new patrol boats expected to arrive from Japan.

    PCG spokesman Commander Armand Balilo said they would prioritize applicants who would fit the qualifications of those who will man the new acquisitions.

    “We need to recruit people with maritime-related courses such as marine engineers and marine navigation course. But we would also be needing technical experts such as those who have mechanical, welding and electrical skills or background,” said Balilo.

    Can we settle back to the Islands issue? How is ‘property’ acquired, by ‘discovery, capture or creation?’

    In Latin, it says: Qui prior est tempore potior est jure. Who is first in point of time is stronger in right [ Maxxim of Roman Law].

    Is China ‘first’ in point of time? Philippines wants to submit the issue to the UN ICJ but China does not want. Why? Is China last in time? When did China ‘claim’ the whole Islands in the South China Sea? Last year? 2 Years ago? 3 Years ago? When? Not even during the time of Mao Tse Dong!

    Deng Shao Peng’s time? Neither. So, when? If based only on ‘ancient maps’ do maps makes under International Law the right to claim? I do not believe it is. [ more on this later]

      I rem’ber, hope the Chinese Politburo does, Mao Tse Dong wanted even to ‘isolate’ China from the rest of the Western world…his slogan of the ‘Great Leap Forward’…to where, he only knows. Did he claim all the Islands in the South China Sea? Never heard of it until recently, not by Mr. Mao.

      Do we take ‘property’ for granted? But taking something for granted is not exactly the best path to understand it xxx. [Property, by Jesse Dukeminier & James E. Krier]

      Are ‘maps’ genuine proofs of claims on property? A ‘map’ is a drawing or other representation, usuall on a flat surface, of all or part of the earth’s surface (Webster World Dictionary). Ancient map is the same. Just a survey to make a map. There are thousands of maps. Are these items proofs of ownership or claim of what is drawn or represented. Obviously the answer is no.

      So, what is the basis, legal or international law, China’s claim to all the Islands in the South China Sea? Ancient maps? Approved by our Bureau of Lands and LRA office? Or by the UN Body of Nations? None I have heard of.

      China cannot claim those Islands by ‘discovery.’ Not by ‘creation.’ But could it claim by ‘capture?’ By threats of violence and force against others? [more later].

        Again, maybe my last remark here…Is China observing and following the path of Nazi Adolf Hitler, claiming all of Europe as belonging to Germany? Went as far as Moscow? Tried up to the England! What happened to the thousand years Reich dream? HItler did not awaken but committed suicide as we were informed.

        ASEAN except Philippines, reluctant to oppose China’s claim. What is ASEAN therefore? I ask somewhere here shall we give it up to China? Is this what we can do only? Where is friendship and kindness with the other countries? This small and weak country of ours is now being tested by a giant nuclear power, China!

        As one said here, are we ripe for capture into China kangkungan?

    Because TV Court is based in printed laws … WHAT ACTUALLY HAPPING IN REAL PHILIPPINE COURT IS NOT …

    WHY IS IT THERE ARE LAWYERLY ANALYSTS in television in 1st world when it involves in the likes of O.J. Simpson and Bill Clinton WHEREAS IN THE PHILIPPINES PHILIPPINE FAKE-PERYODISTAS JUST PARROT WHAT is spewed from Justice spokespersons ?

    BECAUSE LAWS IN THE PHILIPPINES IS WEDER-WEDER. It is not predictable. It is wishy-washy.

      @Marina…SC or Judiciary does not have a TV Station or MEDIA has not worked on it.

      You got a good idea, suggestion and point. In the “Small Claims’ actions [ not exceeding P100th value, etc.] where no lawyers are allowed to appear but only complainant and defendants, one MTC Court at least should be TELEVISED for people and the public to: 1st – know what is ‘small claims actions’ about; 2nd – how is it done for the parties involved; 3rd – what happens in there and, 4th – how justice is served and enforced.

      Maybe many more but what is essential is put this on TV as you suggested. Let’s hope our Bar Chapters, SC, Judges and the public will clamor to do this. Nothing wrong with it I guess. So why not?

      Got to watch this partially. One takeaway is to keep on clicking on the ads of the politicians you DONT like when they appear on your visited sites – facebook, yahoo, etc. as advised by the other guest, Carlo Ople.

      Because this causes that politician’s campaign (the advertiser) to pay more. :)

    Unless PDI can show proof of a signed paper or video recording that it was OKed by ochoa or PAOCC then this news will fall under the category of a tabloid media or a mere propaganda.

    I hope PDI and other news media remembers that they owe a huge responsibility to the readers, sharing accurate and verified information with evidence.

      Granting for the sake of saying it, that Hon. Ochoa did authorized the Atimonan opn [ he denies it] still there’s a lot of explaining to do, for one: why not in uniforms in that check point? two: why not only cops but Army soldiers [approved by AFP Chief of Staff?]; three: incredible ‘Check Point(s)’ it looks more like ‘Killing Points!’;

      fifth: why ‘so many unnecessary Intelligence officers & men’ at Check Points? atbpa.

      So many bad killings on ‘check points’ by PNP cops…rem’ber the one at Araneta Ave near the area to Bonifacio Ave…, a ‘blue car’ was fired upon because it was only blue? without hesitation, NO PLATE designation, rat-ratting & killing a young girl and her father..if I rem’ber right, the two were to attend a wedding on that day? What happened as to investigation to this incident?

      With all the rules on engagements, etc., it appears PNP cannot perfectly read and follow the rule at the expense of life of the victims, ordinary citizens. What’s happening to our PNP? Inutile talaga? Bad incidents like these are FAST AND FURIOUS if not INFAMOUS!

          @davide…the ‘quote’ is originally for the lawmakers and was uttered by a high ranking lawmaker, etc. but ‘was’ not for cops and law enforcers. But if it is now ‘crawling’ down to them, the question of that good assemblyman Emmanuel Pelaez applies: ‘General, what’s happening to our country?’ after he was ambushed by assassins out to get him. His driver was killed.

          What’s happening to our country, folks?

          Many of this incident will be happening very soon, election time na! More guns cracking! Whether at ‘check or killing’ points or not.

    You cant ask a party to make a stand if your own party (UNA) “NEVER” made a stand against important bills (sin tax and RH bill). Sa aking opinyon wala kayong kredibilidad to ask others since namamangka kayo sa dalawang ilog.

    Mabuti pa yung NPC at LP na nagpahayag ng suporta sa RH bago mag botohan at least this coming election everyone is informed where this party stands on certain issues like RH bill, hindi na mangangapa sa dilim ang mga botante.

      Sen. Jinggoy should not lawyer or explain things on the issue for JPE, the latter is a seasoned lawyer and he can explain the whole thing. Sen. Jinggoy did not explain why four senators were not treated like the others. They don’t need those equipments for office uses or they need no table, chair or what not?

      If these senators, all of them, have any shame left, they should all return that money to the Treasury or back to the Senate officially. Mabuti pa ibinigay sa mga victims ng PABLO typhoon, atbpa! JPE says “gifts” so, since the money are gifts then to these typhoon victims AND NOT TO NOT NON-VICTIMS IN THE SENATE !

    A two-day visit by Japan’s foreign minister to the Philippines appears to be part of a well-coordinated diplomatic offensive by Tokyo to strengthen ties with other Asian countries amid tensions with China.

    Fumio Kishida’s meetings yesterday with President Benigno Aquino and Foreign Secretary Albert del Rosario, comes as both countries are engaged with separate maritime disputes with Beijing.

    Kishida’s mission to Manila follows a recent trip by Japanese Finance Minister Taro Aso to Myanmar, a close economic partner of China, with pledges to waive debt and extend new loans. Kishida will also visit Singapore, Brunei and Australia.

    Next week, Japanese Prime Minister Shinzo Abe will make his first overseas trip since winning office to Indonesia, Vietnam and Thailand. Japan’s top government spokesman said it was not aimed at counter-balancing China’s influence in the region.

    “China is an important country for Japan,” Chief Cabinet Secretary Yoshihide Suga said, stressing the strategic nature of Japan’s bilateral ties with the world’s second largest economy.

    But Beijing may view such diplomatic overtures with suspicion, considering what emerged from Kishida’s Manila meetings.

    There were pledges for loans on a railway project that would extend Metro Manila’s urban railway to outlying provinces and the construction of a new airport on the resort island of Bohol.

    But Tokyo’s offer of 10 patrol vessels and a communications system to boost the under-equipped Philippine coastguard is strategically, and politically, the most significant.

    China and the Philippines have been engaged in a diplomatic row over rival claims to parts of the strategic and oil-rich South China Sea, almost all of which is claimed by China through its controversial nine-dash line.

    Two of the hot spots are the Spratly Islands and Scarborough Shoal, which is known as Huangyan Island in China. Earlier this week, del Rosario said Manila asked Beijing to explain the recent deployment of Chinese patrol vessels to the region.

    “We all understand the incursions being made by China in terms of the nine-dash line. For example, they do pose a threat to the stability of the region and we need to be able to address the possibility that freedom of navigation will be adversely impacted,” del Rosario said yesterday.

    Kishida, without mentioning China, said the Philippines and Japan needed to boost their ties to help ensure peace.

    “As the strategic environment in the region is changing, it is necessary for us as foreign ministers to share recognition of the situation, enhance the strategic partnership and cooperate towards shaping a peaceful and prosperous Asia-Pacific region,” he said.

    IF and WHEN China’s annexation of the country materializes, it would be the death of Philippine “democracy”.

    I have already prepared an epitaph to be erected atop its tomb:

    Electorate’s immaturity:

    • Election to the Senate of actors and comedians; preference should have been given to engineers who are trained to build infrastructures like bridges, etc; educators who know the defects of the country’s educational system so they can legislate to remedy them; technocrats who favor the building of large industries like nickel-smelting plants (in 2011, the Philippines produced 230,000 metric tonnes of nickel ore, 2nd only to Russia’s 280,000 metric tonnes) for selling to the world processed nickel instead of ore, etc,

    • Proliferation in the country of political dynasty in almost every region,

    • Election of national leaders who are more guided by their faith making them more beholden to the clergy than to the people who elected them,

    • Election of greedy leaders who are more interested in scamming the national treasury, e.g. , (if these are to be believed), fertilizer scam, bridge-construction scam, etc, and plundering of the national patrimony (illegal logging that already denuded a large part of our forest cover, indiscriminate/illegal mining that pollute the rivers and farmers’ irrigation systems that irrigate their ricefields), etc,

    • Election of national/local officials who have twisted ideas about “rule of law” (e.g., Cebu’s Gov. Garcia’s case which is being supported by Binay-Enrile-Estrada faction [BEE] tandem) thus eroding democracy’s foundations/institutions. [If my information is correct, Gov. Garcia's case has been reviewed by the late DILG Sec. Jesse Robredo and had recommended for filing it before the Ombudsman shortly before he died. To me, Garcia’s action is brazen disrespect of the true "rule of law"; what kind of role-modeling is she trying to hand down to the younger generation?],

    • blind loyalty to political idols/celebraties, no matter how universally disgraced they were/are (classic case is Marcos and family: after looting the national treasury of Php 10 billion, they have slowly crept back to power. Another classic case is impeached Pres. Estrada who is regaining his lost limelight and may, depending on the intelligence of Manila voters, soon be the next Mayor of Manila after the May, 2013 elections.

    PFHs (Pernicious Filipino Habits):

    I have already cited a number of them in my previous posts in this blog; this time, let me add a new one:

    “Sense of entitlement” (SE) – this is a twin of PFH “bantay-salakay” (guarding-stealing).
    Just last week, a video was aired on TFC Channel showing a group of PNP officers grabbing for their own use confiscated illegal firecrackers. What I found it striking was their great joy in doing it.

    In ending the hunt to recover the Php 10 billion Marcos loot after being able to get back only Php 4 billion, Andres Bautista, Pnoy’s PCGG head, has said: ” “These accusations (against the commission officials) are not without basis. They were the ones in charge of guarding the chicken coop and some of them helped themselves to the eggs,” he said, refusing to name names.”

    Some government officials are so corruptly hardened as not to be trusted at all to guard any “chicken coop.”

    Coming back to the annexation scenario: If and when this happens, all of the above will surely be straightened out, including addiction to “sabong” (cockfighting), “jueteng” (a numbers’ game), drugs, balikbayan box sending, and, (what do you think?), even perhaps “teleserye” watching.

    Everyone will be wearing Mao suit, using the bicycle to move around from home to place of work and working the commune’s land to produce food with ABSOLUTELY NO exception, perhaps side by side with the showbiz personalities, priests and the bishops. Any dissenter can always be lined up before a firing squad. According to what I know, there is no CHR in China.

    I once read one article during Mao Tse-tung’s time which said: “100 million Chinese is an insignificant number compared to 900 million others.” Their population then was only 1 billion; it has now climbed to 1.2 billion.

    The only drawback when annexation happens: we’ll all become second-class citizens in our own native land. Perhaps, we deserve it because when we were given the chance to manage our own affairs, we abused the system.

McKinley have had sleepless nights and headaches with Filipinos. THE CHINESE JUST TESTING THE WORLD WHO’D BLINK FIRST. Even if we blink, they’d never do such foolishness.

            Just click on the “Share button over the video window then “eMail“. Don’t proceed to mail the URL but just copy-paste the URL into the comment box.

            Make the URL stand alone in the comment box in order not to pass through the “moderation” phase. After pressing the “Submit” button the video window will automatically appear as your comment.

    Is China ‘first’ in point of time? Philippines wants to submit the issue to the UN ICJ but China does not want. Why? Is China last in time? When did China ‘claim’ the whole Islands in the South China Sea? Last year? 2 Years ago? 3 Years ago? When? Not even during the time of Mao Tse Dong!

      China cannot claim those Islands by ‘discovery.’ Not by ‘creation.’ But could it claim by ‘capture?’ By threats of violence and force against others? [more later].

      You got a good idea, suggestion and point. In the “Small Claims’ actions [ not exceeding P100th value, etc.] where no lawyers are allowed to appear but only complainant and defendants, one MTC Court at least should be TELEVISED for people and the public to: 1st – know what is ‘small claims actions’ about; 2nd – how is it done for the parties involved; 3rd – what happens in there and, 4th – how justice is served and enforced.

      Maybe many more but what is essential is put this on TV as you suggested. Let’s hope our Bar Chapters, SC, Judges and the public will clamor to do this. Nothing wrong with it I guess. So why not?

      Sen. Jinggoy should not lawyer or explain things on the issue for JPE, the latter is a seasoned lawyer and he can explain the whole thing. Sen. Jinggoy did not explain why four senators were not treated like the others. They don’t need those equipments for office uses or they need no table, chair or what not?

      If these senators, all of them, have any shame left, they should all return that money to the Treasury or back to the Senate officially. Mabuti pa ibinigay sa mga victims ng PABLO typhoon, atbpa! JPE says “gifts” so, since the money are gifts then to these typhoon victims AND NOT TO NOT NON-VICTIMS IN THE SENATE !

    Kishida’s mission to Manila follows a recent trip by Japanese Finance Minister Taro Aso to Myanmar, a close economic partner of China, with pledges to waive debt and extend new loans. Kishida will also visit Singapore, Brunei and Australia.

    Next week, Japanese Prime Minister Shinzo Abe will make his first overseas trip since winning office to Indonesia, Vietnam and Thailand. Japan’s top government spokesman said it was not aimed at counter-balancing China’s influence in the region.

    “China is an important country for Japan,” Chief Cabinet Secretary Yoshihide Suga said, stressing the strategic nature of Japan’s bilateral ties with the world’s second largest economy.

    But Beijing may view such diplomatic overtures with suspicion, considering what emerged from Kishida’s Manila meetings.

    There were pledges for loans on a railway project that would extend Metro Manila’s urban railway to outlying provinces and the construction of a new airport on the resort island of Bohol.

    But Tokyo’s offer of 10 patrol vessels and a communications system to boost the under-equipped Philippine coastguard is strategically, and politically, the most significant.

    China and the Philippines have been engaged in a diplomatic row over rival claims to parts of the strategic and oil-rich South China Sea, almost all of which is claimed by China through its controversial nine-dash line.

    Two of the hot spots are the Spratly Islands and Scarborough Shoal, which is known as Huangyan Island in China. Earlier this week, del Rosario said Manila asked Beijing to explain the recent deployment of Chinese patrol vessels to the region.

    “We all understand the incursions being made by China in terms of the nine-dash line. For example, they do pose a threat to the stability of the region and we need to be able to address the possibility that freedom of navigation will be adversely impacted,” del Rosario said yesterday.

    Kishida, without mentioning China, said the Philippines and Japan needed to boost their ties to help ensure peace.

    • blind loyalty to political idols/celebraties, no matter how universally disgraced they were/are (classic case is Marcos and family: after looting the national treasury of Php 10 billion, they have slowly crept back to power. Another classic case is impeached Pres. Estrada who is regaining his lost limelight and may, depending on the intelligence of Manila voters, soon be the next Mayor of Manila after the May, 2013 elections.

    PFHs (Pernicious Filipino Habits):

    I have already cited a number of them in my previous posts in this blog; this time, let me add a new one:

    “Sense of entitlement” (SE) – this is a twin of PFH “bantay-salakay” (guarding-stealing).
    Just last week, a video was aired on TFC Channel showing a group of PNP officers grabbing for their own use confiscated illegal firecrackers. What I found it striking was their great joy in doing it.

    In ending the hunt to recover the Php 10 billion Marcos loot after being able to get back only Php 4 billion, Andres Bautista, Pnoy’s PCGG head, has said: ” “These accusations (against the commission officials) are not without basis. They were the ones in charge of guarding the chicken coop and some of them helped themselves to the eggs,” he said, refusing to name names.”

            Sir, you will notice that most of the time I just copy the full web address (URL) from the web address bar on top of a web page and paste this URL into the comment box.

            It will be cinch if you’re using a PC or Mac with a mouse because:

            (1) Left-click on the web address bar, the full web address will automatically be highlighted

            (2) Right-click to copy

            (3) Paste onto the comment box

            I don’t copy-paste an entire article, just an excerpt. Fair use will allow re-posting even if article is copyrighted. Insert some original words so the excerpt will form part of your comment.

            I usually enclose the excerpt in between blockquote HTML tags…wherein the word “blockquote” is enclosed in between to start the citation and “/blockquote” is enclosed in between to end the citation.

            For example:

            (blockquote)Mary had a little lamb.(/blockquote)

            Please change the parentheses into “less than” ( to open) and “more than” (to close) signs.

            As to the YouTube videos…

            Just click on the “Share button over the video window then “eMail“. Don’t proceed to mail the URL but just copy-paste the URL into the comment box.

            Make the URL stand alone in the comment box in order not to pass through the “moderation” phase. After pressing the “Submit” button the video window will automatically appear as your comment.

            Oh, @Buddy, I failed to mention that you need to open two or more tabs/windows to accomplish the copy-pastings…

            Always a raissaroblesdotcom tab or window open to receive comments and one or several websites open from where to gather news items and URLs.

            Another thing, watch out for sottoisms (inadvertent plagiarism) or sottonisms (deliberate plagiarism).
