Senate minority whip Alan Cayetano delivers historic speech in Senate

I have been working on this angle since last year but could not get to first base due to lack of documents.

Cayetano-1Suddenly, Senate Minority Floor Leader Alan Peter Cayetano delivered a privilege speech this afternoon precisely on what I was working on. A privilege speech is covered by immunity from any lawsuit, including criminal libel.

Never in the history of the post-Martial Law Senate has a member delivered such a broadside on the Senate institution.

Please take time out to listen. I will explain other angles that I am working on soon.

I’m guessing this might be one of the interviews that so incensed Sen. Alan Cayetano, that he delivered his privilege speech yesterday. What comes to my mind watching this video: an office functionary or a  staff member behaving as if she were a senator.

Meanwhile, the Youtube video I had pointed to regarding Gigi Reyes’ 50th birthday – which was partly shot in the Senate President’s office – has since been made private.

    Senate fund for oversight bodies doubled

    Senate funding for oversight committees in the form of maintenance and other operating expenses (MOOE), the unused amounts of which the Commission on Audit (COA) cannot examine, more than doubled to about P450 million since President Aquino took office three years ago.

    The amount, which can be liquidated on a mere certification from a lawmaker, was on top of the more than P1 billion that senators get for regular committees.

    Based on data culled from the Department of Budget and Management website, Senate funds for MOOE surged to P442.415 million in 2012 and to P428 million this year from only P212.398 million in 2010 and P209.898 million in 2011.

    The funds are in addition to the amounts—which declined from P1.338 billion in 2010 to P1.148 billion in 2013—that the Senate sets aside for its 39 regular committees.
    During the same period, the number of oversight committees in the 23-member Senate swelled from 19 in 2010 to 32 in 2012 and 34 in 2013.

    The jump in the number of oversight committees and their MOOE was initiated by the Senate in 2011, the year Malacañang and Congress attacked the judiciary for abusing its own Miscellaneous Personnel Benefits Fund (MPBF). Magistrates can realign the fund, meant to fill jobs in the judiciary, for other purposes such as bonuses.

    By contrast, the 285-member House of Representatives saw its MOOE for special projects increase by 13 percent from P259.342 million in 2010 to P294.342 million in 2013.
    The number of oversight committees in the House expanded from 24 to 29 during the period.

    Mere certification

    To prepare for the increase in the Senate’s MOOE in 2012, Senate President Juan Ponce Enrile and Speaker Feliciano Belmonte Jr. were authorized to use mere certifications in liquidating the unused MOOE from their regular and oversight committees.

    This was confirmed by Sen. Panfilo Lacson who said that Congress had to resort to this loose type of liquidation in order to accommodate the flood of people going to their offices seeking financial assistance.

    “Some of them are sick, some of them are asking for scholarships. There are so many of them visiting us every day. We cannot turn them away and more often, we are being fooled because some of these people are just taking turns asking for money,” Lacson said in a radio interview.

    He said senators could not “possibly track down how the funds we give them are used.”

    Lacson suggested that Congress come out with a concurrent resolution to produce more concrete documents for liquidating MOOE.

    He acknowledged the complaints from several senators over the disparity in the budgets for the oversight committees. “Some receive as high as P25 million while some get only P3 million,” he said.

    Lacson said this was the reason Sen. Franklin Drilon was assigned to rationalize the budget of the oversight committees.
    Personal appeals

    “There were personal appeals from some senators not to touch their budget in the oversight committees. But I don’t know what was the final decision of the Senate President, who always wanted to give priority to Senate employees in the distribution of excess funds, especially those with small salaries like janitors,” Lacson said.

    Drilon did not respond to the Inquirer’s calls.
    Lacson said some oversight committees had bigger budgets than regular committees although he pointed out that some budgets for oversight committees were mandated under the law.

    “I’ve never looked into the details of how the funds of the oversight committees have been used because we leave it to the committee secretary. I only get to taste the coffee and soft drinks during hearings,” he said.

    Lacson said the MOOE was different from the P200 million in annual pork barrel for each senator because all government agencies were entitled to the MOOE whose use was dependent on the budget officer.

    A senator’s MOOE can be further augmented by the savings from the nonutilization of funds for personal services and capital outlays, according to Lacson.

    Abad declines comment

    Budget Secretary Florencio Abad Jr. declined to comment on the finances of the Senate, saying it was a separate branch of government.

    He said the Senate was in a better position to explain why it needed additional oversight committees.
    “As to expenditures made on those committees, it is COA which looks into the legal basis and reasonability of allocations,” Abad said.

    A senator, who declined to be named because of the sensitivity of the issue, said all senators, including the minority, were aware of the expansion in the number of committees and MOOE since 2012.
    Based on the data from the Senate website, the four senators who have complained about the unequal cash “gifts” and “bonuses” that Enrile gave to senators before Christmas were more than well-represented in the oversight committees

    Sen. Miriam Defensor-Santiago is chair of two committees and a member of three others; Sen. Alan Peter Cayetano is chair of two committees and a member in 12 others; Sen. Pia Cayetano is a chair of one committee and a member in 16 others; and Sen. Antonio Trillanes IV is chair of one committee and a member in six others.

    Senators Francis Escudero, Gregorio Honsasan and Ferdinand Marcos Jr. each chair three committees.

    A Letter from a Fallen Comrade

    Back in 83, a day after the assassination, our Comrades and I had the emergency Central Committee meeting at our stronghold in the Cordillera Mountains.

    We were surprised by the bold act of assassinating our friend Ninoy. So we radioed our comrades from other areas in Visayas and Bicol and even the Alex Boncayao Brigade and they said, they were not involve in that either.

    So my Comrade and fraternity brother from UP, one of the founders of the KM(Kabataang Makabayan) started to analyze the situation. We know that in every crime, there is supposed to have a motive; what are the benefits, and who will benefit in the aftermath.

    So we checked and assessed the following:

    Hardcore Committee Politburo Leaders-
    Negative, for they know that there will be another coup and surely our nemesis Uncle Sam will not let us have an inch of Malacanyang.

    Doy Laurel’s UNIDO new Turks wing-
    Doy was so sure that he will win the elections and will not sacrifice Ninoy for a tainted power. He was able to rein his young ho-tempered Turks.

    Cory’s Pimentel’s Henchmen-
    They were all rhetoric and did not have the logistics and resources that we have, so unlikely.

    Ferdinand Marcos-
    Our less educated members were shouting that obviously it was him who ordered the assassination. We let them let off their steam and we listened to our not simple-minded Comrades. We knew how smart this guy thinks, brilliant, evil genius, calculating, photographic memory, cunning, and brutal (some of us escaped the prisons and tortures, until today we prayed for the souls of our comrades (no we are not atheist-we are socialists) who were tortured by the Abadillas with the assistance of now honorable Senators and one even became President. So we asked ourselves: What would this guy accomplish by killing Ninoy? He controlled the Military, a very good friend of Pres. Reagan, had control on the Media, have loyal Warlords, he is the Commission on National Elections himself, etc. We assume that he knew Ninoy as Fraternal Brother Ninoy was an orator, he can move the hearts, but his followers don’t have the gun. He can make concessions like letting a handful of oppositionist win to make his government have some semblance of democracy, and he planned to do that, concede a bit yet still retain vast control. He was too smart to kill Ninoy, and we knew it.

    General Ver-
    The guy was an automaton. If Marcos or Imelda say he kill himself, he will even ask what kind of weapon. This guy was an enforcer, not a thinker, a perfect soldier for a dictator, the one who just pull the trigger. He can be part of the conspiracy but never the thinker. So as the main beneficiary we decided he was negative.

    Imelda-
    Too ambitious for us… We knew then that she was preparing to take over from her ill husband, she was imitating Evita Peron of Argentina, and she has this delusion that she was anointed by God to be the mother of the Filipinos. She was close to Ver. We did not have to analyze further, she was one of our main suspects and main beneficiaries.

    Enrile-
    Administrator of Martial Law, brilliant mind, he can match Marcos in every aspect except oration, he was poor, he experienced injustice like us, he killed before during the Japanese war, he is a one man army, a lurker waiting in corridors of power, a great planner, he aligned with the Reform the Armed Forces Movement, he built a powerbase that Imelda was so worried and paranoid that he might take over, and lastly a formidable foe and we respect him as a warrior. So we asked ourselves, in Ninoy’s assassination, what would he benefit? Our theory then was that he had insider knowledge of what Marcos relations with the US and had been approached by the CIA to consider taking over as long as the country doesn’t fall in our hands. For the Americans, he was the most logical heir to Marcos. He believed in using the iron hand to drive us out they labeled as Communists (little did they know that we were Socialist, most of our members were just hungry and trying to find an iota of justice, they did not even read the Communist Manifesto, they were just peasants). So he was one of our main suspects.

    Then came Edsa… We knew what was coming because we alerted all our members to ready to rise up, we made it known to them that we could take advantage of the volatile situations in Manila, we were organizing sabotage groups to delay the government forces to go to Manila to reinforce the phalanx of Ver’s forces. Our Alex Boncayao Brigade was already casing the Cabinet Secretaries homes, the homes of the Oligarchs who were loyal to Marcos, the governors in Ilocandia who were die-hard fanatics, and other important targets. We even infiltrated Cory’s circle of our friendly Nationalists and some true blooded Socialists, so we had the latest updates of their moves. We mingled among the crowds in Edsa, we made every effort to protect Cory’s Leaders .We knew that Cory was not in Manila to avoid being assassinated by Ver’s Special Forces and some CIA backed infiltrators.

    Then came Enrile’s so called defection… He declared he was cutting ties with Marcos and now joined the people. We knew he was not sincere, he was an opportunist. He knew that Marcos days were numbered and he was trying to save himself. He knows his history; the French Revolution, The Russian Revolution and other bloodied revolutions where former abusers were hanged, were decapitated, were impaled and other terrible and horrible deaths to serve as a reminder for future tyrants to think twice of their authoritarian plans. Then Ramos joined him. We were not fools, we saw the hand of Uncle Sam, and his prints were all over the place. They were replacing Marcos with another friendly regime. The CIA knew that we infiltrated Cory’s circle and we had the numbers even in the countryside. So it was obvious to us, Enrile will be installed as the new leader of the Junta, together with Ramos and some possible offer to Cory as a member of the Leadership to buy some time to purge our Comrades and again restore the ironclad control of the pro-American dictator. We were caught flatfooted with that development, we made sure that Cory was secure and we made sure that the people will remain focus on the ouster of Marcos and diminish Enrile’s sudden revelation of Nationalism. But we really respect the guy; he was cunning and a formidable foe. Our Alex Boncayao’s comrades were reporting to us that Malacanyang was heavily secured by the CIA, and they were not able to assassinate Marcos, but they were staying in the fringe and reported that plenty of boxes swelling of money were being loaded to trucks, so we knew that Marcos was fleeing. We alerted our comrades at Ilocos and readied our suicide comrades posted at to attack at Paoay’s and his hometown Sarat and another in Batac, Ilocos Norte. We covered our bases.

    But we were outwitted by the Americans- Marcos and family flew to Hawaii courtesy of their generous American President friend Ronald Reagan.
    We knew that Enrile will be our pain in the ass when he declared that he will not work under Cory’s Presidency. We reviewed our theories and seemed he was the one who is going to benefit. We would like to eliminate him but he was too secured and had his own powerbase. Ramos even made a shrewd pact with him, Ramos too had ambitions and he was in both fences of Enrile and Cory. A very calculated move that paid, he inherited Cory’s throne. And the rest is history.

    Now please tell me if it was Ferdinand, why is it that PNoy has this strange alliance with Bongbong? What do they know that we don’t? Why are they acting like they are after Enrile’s downfall?
    I am old now. I gave my life to the struggle. I was disappointed by our missed opportunities. From Cory, Ramos, Erap, and Gloria, for they squandered their God-given opportunities to make this country better than the one we overthrew.
    I’m here sharing what little I know about our dark past so that you can make meaning of what is happening, for to go forward, we should know our history, and learn from it.

      ENRILE is formidable of any kind and everything in every place in our country especially in Nortern Luzon , parts of Central Luzon like Zambales and Nueva Ecija…ENRILE is already 89 yrs. old and BONG BONG can never lord NORTHERN LUZON completely/majority until Tatang Jonny retires. The election of Jackie is a threat to the trone of BONGBONG…

      Pnoy’s ” daang matuwid ” can never be implemented completely until Tatang Johnny retires. Many of us Filipinos whether we like it or not , He is the ” GOD FATHER ” of many things in the Philipppines. He might not be involved in HUWETING or SMUGGLING at Port Irene , Cagayan but it passes to his nose and can be STOP if he wanted too.

        The definition and prohibition covers all in the descending and ascending lines without limitations including ‘lateral’ lines. This will stop political dynasty. [Hopefully]

    Sen. Enrile intended to divert the issue. If not, why is he “armed” with the supposed paper containing the debts of “Companero” Cayetano to him?

    Its just sad that when everyone thought Enrile had redeemed himself, it seems that he will need another impeachment to preside in order to redeem himself with this one.

        While i also doubt Enrile was doing it out of love for his country (at the start or during the trial), it was at that point of the trial did he sort of redeemed himself. SORT OF.

        In retrospect baka pinapakita lang ni Enrile na sya yung boss, hindi yung SC or Corona. The tyrant just showed everyone who’s the boss.

        Irregardless, we have him to thank for stopping Corona’s quick exit.

        Now after that, including his book launching, Enrile returned to his ways.

        Maybe that single day was his only redemption.

    No Jinggoy is lying when he said na yung mga minority congressman did not get their PDAF.

    During the impeachment trial when Toby Tiangco left the majority then voluntarily tried to protect corona acting as a witness for the defense to show na ginipit siya ng malacanang by witholding his PDAF when he voted against the impeachment of Merciditas Guiterrez.

    It was established and the truth surfaced that Toby Tiangco got his PDAF worth P70 million in 2 tranches. One in August the next was October.

    MANILA, Philippines – Ad veteran Yolanda Ong is turning the tables on Senate President Juan Ponce Enrile.

    Enrile wanted Ong to pay him P31.5 million in damages for writing an allegedly libelous column last year that “besmirched” his reputation and caused him social humiliation. (READ: Enrile files P31-M damage suit vs ad veteran)

    Ong filed a counterclaim last week, January 17, asking a Pasay court to dismiss the damage suit and make Enrile pay her instead a total of P88 million in damages and P1 million in attorney’s fees.

    She did not cause Enrile any damage, she said. His “reputation is not the spotless or untarnished one that he alleges,” reads the complaint.

    It is Enrile’s lawsuit that caused her moral and exemplary damages for violating her freedom of speech based on unfounded claims, she said.

    In her two counterclaims, Ong asked the court for P30 million in moral damages, P58 million in exemplary damages, and P1 million in attorney’s fees.

    And if the court favors Ong, she said she will donate the money to the victims of the Marcos dictatorship.

    Ong said Enrile can afford to pay P89 million because he has a net worth of P117.7 million based on his latest Statement of Assets, Liabilities, and Net Worth (SALN).

                Suspicion of hocus focus was employed to favor some candidates. Hence, MAR lodged an electoral protest against Binay, which up to this day is still pending.

    They were all rhetoric and did not have the logistics and resources that we have, so unlikely.

    Ferdinand Marcos-
    Our less educated members were shouting that obviously it was him who ordered the assassination. We let them let off their steam and we listened to our not simple-minded Comrades. We knew how smart this guy thinks, brilliant, evil genius, calculating, photographic memory, cunning, and brutal (some of us escaped the prisons and tortures, until today we prayed for the souls of our comrades (no we are not atheist-we are socialists) who were tortured by the Abadillas with the assistance of now honorable Senators and one even became President. So we asked ourselves: What would this guy accomplish by killing Ninoy? He controlled the Military, a very good friend of Pres. Reagan, had control on the Media, have loyal Warlords, he is the Commission on National Elections himself, etc. We assume that he knew Ninoy as Fraternal Brother Ninoy was an orator, he can move the hearts, but his followers don’t have the gun. He can make concessions like letting a handful of oppositionist win to make his government have some semblance of democracy, and he planned to do that, concede a bit yet still retain vast control. He was too smart to kill Ninoy, and we knew it.

    General Ver-
    The guy was an automaton. If Marcos or Imelda say he kill himself, he will even ask what kind of weapon. This guy was an enforcer, not a thinker, a perfect soldier for a dictator, the one who just pull the trigger. He can be part of the conspiracy but never the thinker. So as the main beneficiary we decided he was negative.

    Imelda-
    Too ambitious for us… We knew then that she was preparing to take over from her ill husband, she was imitating Evita Peron of Argentina, and she has this delusion that she was anointed by God to be the mother of the Filipinos. She was close to Ver. We did not have to analyze further, she was one of our main suspects and main beneficiaries.

    Enrile-
    Administrator of Martial Law, brilliant mind, he can match Marcos in every aspect except oration, he was poor, he experienced injustice like us, he killed before during the Japanese war, he is a one man army, a lurker waiting in corridors of power, a great planner, he aligned with the Reform the Armed Forces Movement, he built a powerbase that Imelda was so worried and paranoid that he might take over, and lastly a formidable foe and we respect him as a warrior. So we asked ourselves, in Ninoy’s assassination, what would he benefit? Our theory then was that he had insider knowledge of what Marcos relations with the US and had been approached by the CIA to consider taking over as long as the country doesn’t fall in our hands. For the Americans, he was the most logical heir to Marcos. He believed in using the iron hand to drive us out they labeled as Communists (little did they know that we were Socialist, most of our members were just hungry and trying to find an iota of justice, they did not even read the Communist Manifesto, they were just peasants). So he was one of our main suspects.

    Then came Edsa… We knew what was coming because we alerted all our members to ready to rise up, we made it known to them that we could take advantage of the volatile situations in Manila, we were organizing sabotage groups to delay the government forces to go to Manila to reinforce the phalanx of Ver’s forces. Our Alex Boncayao Brigade was already casing the Cabinet Secretaries homes, the homes of the Oligarchs who were loyal to Marcos, the governors in Ilocandia who were die-hard fanatics, and other important targets. We even infiltrated Cory’s circle of our friendly Nationalists and some true blooded Socialists, so we had the latest updates of their moves. We mingled among the crowds in Edsa, we made every effort to protect Cory’s Leaders .We knew that Cory was not in Manila to avoid being assassinated by Ver’s Special Forces and some CIA backed infiltrators.

    Then came Enrile’s so called defection… He declared he was cutting ties with Marcos and now joined the people. We knew he was not sincere, he was an opportunist. He knew that Marcos days were numbered and he was trying to save himself. He knows his history; the French Revolution, The Russian Revolution and other bloodied revolutions where former abusers were hanged, were decapitated, were impaled and other terrible and horrible deaths to serve as a reminder for future tyrants to think twice of their authoritarian plans. Then Ramos joined him. We were not fools, we saw the hand of Uncle Sam, and his prints were all over the place. They were replacing Marcos with another friendly regime. The CIA knew that we infiltrated Cory’s circle and we had the numbers even in the countryside. So it was obvious to us, Enrile will be installed as the new leader of the Junta, together with Ramos and some possible offer to Cory as a member of the Leadership to buy some time to purge our Comrades and again restore the ironclad control of the pro-American dictator. We were caught flatfooted with that development, we made sure that Cory was secure and we made sure that the people will remain focus on the ouster of Marcos and diminish Enrile’s sudden revelation of Nationalism. But we really respect the guy; he was cunning and a formidable foe. Our Alex Boncayao’s comrades were reporting to us that Malacanyang was heavily secured by the CIA, and they were not able to assassinate Marcos, but they were staying in the fringe and reported that plenty of boxes swelling of money were being loaded to trucks, so we knew that Marcos was fleeing. We alerted our comrades at Ilocos and readied our suicide comrades posted at to attack at Paoay’s and his hometown Sarat and another in Batac, Ilocos Norte. We covered our bases.

    But we were outwitted by the Americans- Marcos and family flew to Hawaii courtesy of their generous American President friend Ronald Reagan.
    We knew that Enrile will be our pain in the ass when he declared that he will not work under Cory’s Presidency. We reviewed our theories and seemed he was the one who is going to benefit. We would like to eliminate him but he was too secured and had his own powerbase. Ramos even made a shrewd pact with him, Ramos too had ambitions and he was in both fences of Enrile and Cory. A very calculated move that paid, he inherited Cory’s throne. And the rest is history.

    Now please tell me if it was Ferdinand, why is it that PNoy has this strange alliance with Bongbong? What do they know that we don’t? Why are they acting like they are after Enrile’s downfall?
    I am old now. I gave my life to the struggle. I was disappointed by our missed opportunities. From Cory, Ramos, Erap, and Gloria, for they squandered their God-given opportunities to make this country better than the one we overthrew.
    I’m here sharing what little I know about our dark past so that you can make meaning of what is happening, for to go forward, we should know our history, and learn from it.

        The definition and prohibition covers all in the descending and ascending lines without limitations including ‘lateral’ lines. This will stop political dynasty. [Hopefully]

    Sen. Enrile intended to divert the issue. If not, why is he “armed” with the supposed paper containing the debts of “Companero” Cayetano to him?

    Its just sad that when everyone thought Enrile had redeemed himself, it seems that he will need another impeachment to preside in order to redeem himself with this one.

        While i also doubt Enrile was doing it out of love for his country (at the start or during the trial), it was at that point of the trial did he sort of redeemed himself. SORT OF.

        In retrospect baka pinapakita lang ni Enrile na sya yung boss, hindi yung SC or Corona. The tyrant just showed everyone who’s the boss.

        Irregardless, we have him to thank for stopping Corona’s quick exit.

        Now after that, including his book launching, Enrile returned to his ways.

        Maybe that single day was his only redemption.

      Santi believed that Enrile redeemed himself during the Corona impeachment trial. But Baycas seems surprised as to when Enrile was able to redeem himself. Me too is perplexed how Enrile got his redemption as martial aw administrator, Cory’s nemesis and Erap’s and Gloria’s lapdog.

      On October 13, 2012, 9:27PM I posted at “The secret of Enrile’s staying power”:

      “In fact, during the Corona impeachment trial Enrile was clearly biased in favor of the defense all throughout even after the walkout of Corona. But he was forced to abandon Corona when the latter (Corona) virtually admitted his guilt and Congresman Farinas made a mincemeat of the “palusot” defense. We were all witness to that episode of the trial. So, how could the Filipino people trust Enrile as their president?”

      BTW in an interview Trillanes exposed the meeting between Enrile and Corona’s lawyers during the impeachment trial, and that after the meeting the conduct of the trial was scripted.

    My analysis regarding his comment:
    I dont think Jinggoy, JPE and Sotto can claim and take credit na sila ang dahilan kung bakit naipasa ang RH bill. Everyone who followed the news knows na kinailangan pa ng Pangulo na e certify as urgent ito kasi some senators like sotto are filibustering it using their privilege speech.

    Totoo naman na ilang beses na sinubukang e delay ang RH bill, nalimutan ata ni jinggoy yung pasabog ni Tito Sotto during his privilege speech na nagbackfire sa kanilang mga anti-RH.

    2. At 6:43 Jinggoy Estrada said:
    “Pati siguro aaa… Nangyayari ngayon sa panahon ni President Aquino lahat ng mga minority ay hindi rin binibigyan ng PDAF. Duon din sa House of Representatives lahat ng mga minority ay hindi nakakatanggap ng MOOE.”

    My analysis regarding his comment:
    No Jinggoy is lying when he said na yung mga minority congressman did not get their PDAF.

    During the impeachment trial when Toby Tiangco left the majority then voluntarily tried to protect corona acting as a witness for the defense to show na ginipit siya ng malacanang by witholding his PDAF when he voted against the impeachment of Merciditas Guiterrez.

    It was established and the truth surfaced that Toby Tiangco got his PDAF worth P70 million in 2 tranches. One in August the next was October.

    MANILA, Philippines – Ad veteran Yolanda Ong is turning the tables on Senate President Juan Ponce Enrile.

    Enrile wanted Ong to pay him P31.5 million in damages for writing an allegedly libelous column last year that “besmirched” his reputation and caused him social humiliation. (READ: Enrile files P31-M damage suit vs ad veteran)

    Ong filed a counterclaim last week, January 17, asking a Pasay court to dismiss the damage suit and make Enrile pay her instead a total of P88 million in damages and P1 million in attorney’s fees.

    She did not cause Enrile any damage, she said. His “reputation is not the spotless or untarnished one that he alleges,” reads the complaint.

    It is Enrile’s lawsuit that caused her moral and exemplary damages for violating her freedom of speech based on unfounded claims, she said.

    In her two counterclaims, Ong asked the court for P30 million in moral damages, P58 million in exemplary damages, and P1 million in attorney’s fees.

    And if the court favors Ong, she said she will donate the money to the victims of the Marcos dictatorship.

    Ong said Enrile can afford to pay P89 million because he has a net worth of P117.7 million based on his latest Statement of Assets, Liabilities, and Net Worth (SALN).

    Pleas don’t be foolhardy in choosing a senatorial candidate who will not be able to displace the UNA candidates from the Magic 12. For if you do, it is like indirectly voting FOR the UNA candidates.

    For example, why elect the Kapatiran Party candidates when they don’t fare well in reputable surveys? Will they be able to dislodge, let’s say, Manong Johnny Jr. from the 4th-7th position to a lower rank?

      The plan is to ruin Enrile’s ressurected popularity. Remove him as Senate President, then target Jackie.

      So there will be controlled survey results that Jackie drops somewhere down to 10th, then 12th.

      Eventhough the results might be that Jackie is within the magic 12, PCOS POCUS will do the real magic!

      And both PNoy and Bongbong temporarily have a truce to crush their common enemy.

        While the theory/rumor/or facts you may possess is logical, i think this is simply the rich, elite, and old hats (sorry the Cayetanos are not victiims at this point) just squabbling about money.

        Irregardless, maganda na mawala sa puwesto si Manong. Time to remind the old what public service is about.

          Nong ballstic na si Brenda, heto na ang mga strategist ni PNoy and Mar, may opening, so kakainin si Enrile. Si Gigi nagmaldita, yung interbyu nya kay Davila akala mo partner sya sa power ni Enrile, so opening na naman.

                PCOS=Precinct Count Optical Scan…a computer machine firstly used in 2010 Elections for automatically counting votes as the cast ballot paper fed through it.

                Suspicion of hocus focus was employed to favor some candidates. Hence, MAR lodged an electoral protest against Binay, which up to this day is still pending.
